| Abstract : | Ο στόχος της παρούσας διπλωματικής εργασίας είναι να γίνει μια εκ βάθους ανάλυση του πλαισίου των περιβαλλοντικών πολιτικών και των συστημάτων διαχείρισης που έχουν αναπτυχθεί και εφαρμόζονται στα λιμάνια της Θεσσαλονίκης και της Ηγουμενίτσας ώστε να παραμένουν διαρκώς βιώσιμα. Προκειμένω να μελετηθεί και να αξιολογηθεί η βιώσιμη λειτουργία των λιμανιών αυτών γίνεται αρχικώς μια αναφορά στην περιβαλλοντική νομοθεσία που εφαρμόζεται σε παγκόσμιο, περιφερειακό και εθνικό επίπεδο καθώς και στα συστήματα περιβαλλοντικής διαχείρισης που υλοποιούνται σε πράσινα λιμάνια. Παρουσιάζονται συγκριτικά στοιχεία και μελέτες περίπτωσης πράσινων λιμανιών που ανήκουν στο δίκτυο Eco Ports, ώστε να τεκμηριωθεί η λειτουργία των βιώσιμων λιμένων. Αξιολογώντας τα δεδομένα που έχουμε συλλέξει από τις πηγές που αναφέρονται στα πράσινα λιμάνια του δικτύου Eco Ports θα προσπαθήσουμε να αξιολογήσουμε τις υφιστάμενες υποδομές του πλαισίου και των συστημάτων περιβαλλοντικής πολιτικής που εφαρμόζονται στα δύο λιμάνια. Μέσω της διαδικασίας σύγκρισης (Benchmarking) των λιμανιών της Θεσσαλονίκης και της Ηγουμενίτσας με άλλα πράσινα λιμάνια του δικτύου Eco Ports θα προσπαθήσουμε να προτείνουμε μέτρα και αλλαγές στη δομή του πλαισίου λειτουργίας των δύο λιμανιών ώστε να διασφαλίσουμε τη μακροχρόνια βιωσιμότητα και ευημερία τους εκπληρώνοντας τους στόχους που έχουν τεθεί από όλα τα εμπλεκόμενα μέρη.
The aim of this dissertation is to make an in-depth analysis of the framework of environmental policies and management systems that have been developed and implemented in the ports of Thessaloniki and Igoumenitsa in order to remain sustain. In order to study and evaluate the sustainable operation of these ports, a reference is first made to the environmental legislation applied at global, regional and national level as well as to the environmental management systems implemented in green ports. Comparative data and case studies of green ports belonging to the Eco Ports network are presented, in order to document the operation of sustainable ports. Evaluating the data we have collected from the resources mentioned in the green ports of the Eco Ports network we will try to evaluate the existing infrastructure of the framework and the environmental policy systems that are applied in the two ports. Through the Benchmarking process of the ports of Thessaloniki and Igoumenitsa with other green ports of the Eco Ports network we will try to purpose measures and challenges in the structure of the framework of the two ports to ensure their long-term viability and prosperity by meeting their goals raised by all parties involved.
